Job Title: Construction Engineer
Location: Washington, District Of Columbia
Type: Contract
Compensation: $60 - $90 hourly
Contractor Work Model: Hybrid

Construction Engineer
Main Responsibilities
  • Provide construction information (as-builts, drawings, data) to owners, developers, and contractors so projects don’t impact Transit Authority’s property.
  • Review project plans and documents (using software like ArcGIS, Google Earth, Documentum) to check if they affect Transit Authority’s facilities.
  • Meet with contractors to explain Transit Authority’s requirements, design criteria, safety standards, and submittal processes.
  • Estimate project costs and time for Transit Authority’s support staff and prepare agreements, permits, and invoices.
  • Help draft MOUs and project agreements with outside parties; review contract documents to protect Transit Authority’s interests.
  • Process security/badging requests and safety training for outside contractors.
  • Coordinate multidisciplinary reviews (structural, mechanical, electrical, safety, etc.), collect comments, and run design review meetings.
  • Manage pre-construction procedures: surveys, work plans, permits, and site access approvals.
  • Oversee construction activities near Transit Authority’s property to confirm compliance and attend project meetings regularly.
  • Arrange track access (through Transit Authority’s systems), switching orders, and weekly crew support.
  • Conduct site visits to monitor safety, compliance, and protect Transit Authority’s assets.
  • Handle daily construction issues and escalate problems when needed.
  • Prepare weekly reports, track finances, and ensure proper project closeout (as-builts, warranties, punch lists, financial reconciliation).
  • Promote safety culture and compliance with OSHA and Transit Authority’s safety requirements.
Requirements
  • Bachelor’s in Construction Management or Engineering (civil, electrical, mechanical).
  • At least 7 years’ experience managing or reviewing construction projects (preferably transit-related).
  • Roadway Worker Protection (Level 2) within 3 months of hire.
  • Experience with design-build and CMAR project delivery.
  • Strong written/verbal communication and organizational skills.
  • Proficiency in MS Office and ProCore.
  • Knowledge of construction methods, materials, safety regulations, and transit facility construction.

  • Time management and ability to handle multiple projects at once.
  • Problem-solving and risk assessment.
  • Ability to coordinate teams and reviews effectively.
  • Organized, detail-oriented, and able to keep projects on schedule and budget.
